Mayor Theodore R. McKeldin, Jr.'s inaugural address in 1963 set forth the redevelopment of Baltimore City's Inner Harbor.

In 1971, the second phase of the revitalization plan was approved by the City and included westside harbor development for a luxury marina for Baltimore visitors to enjoy.

Baltimore's "Inner Harbor Marina" opened in 1975, following the replacement of old dilapidated wharves and warehouses. Offering the boating community a luxury facility, the Inner Harbor Marina featured 158 slips with concrete floating piers and walking access to the new dynamic waterfront attractions, retail shops and restaurants of Baltimore City.

Marine Associates, L.L.C, a development group whose members include developers Selvin Passen M.D., Dan Naor, attorney C. Edward Hitchcock and Harbor Bank executive Joseph Haskins, Jr. received the lease to operate the Inner Harbor Marina in February 2005. Dr. Passen and Dan Naor's extensive experience in the development and management of the Baltimore Marine Center @ Lighthouse Point, The Shipyard Marina, as well as The Lauderdale Marine Center in Ft. Lauderdale, Fl. offer a unique perspective to this diverse group.

The new management group plans to revitalize the aging marina and to develop "Baltimore Inner Harbor Marine Center" into Baltimore City's premier marina.
